Abstract

Health is viewed as one of the necessitous commodities for every individual and it is highly
dependent on the government spending. Social insurance is the best choice for Universal Health Coverage and
one such initiative by Tamil Nadu government is the Tamil Nadu Chief Minister Comprehensive Health
Insurance Scheme (CMCHIS), inaugurated in 2009. This retrospective longitudinal study analyzed the
secondary data given in official website and government reports to understand the utilization of the scheme.
From the data of smart cards issued and pre-authorization count from 2009 to September, 2022, it was evident
that the number of beneficiaries was low compared to the number of enrolments. Identifying the reasons for
poor utilization need further study on this area.
